Opportunities for education and job training for incarcerated persons: A matter of affirming the worth and dignity of every person

Currently, incarcerated persons may be offered education and job training opportunities in correctional facilities, but such may be taught by persons not qualified to teach toward the award of GED or the professions.

HB153 mandates that the Illinois Department of Corrections shall provide educational programs in all its facilities for all committed persons. AND these courses of education shall be taught by qualified personnel such that participants may earn publicly recognized credentials, such as the GED and preparation for licensure in the trades. This right extends to the Juvenile Justice program in particular.
